Mouse sensitivity weird. So even with the mouse at the lowest setting in game it's still really fast moving, it's not so bad on the horizontal but vertically it's insane. Had the same issue. If you are using Windows 7, you need to run the game in compatibility mode for Windows XP SP2. To do this, go to C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto Vice City and right click gta-vc.exe. Then click Properties.

You still don't have mouse look while in-car so position your camera before getting in. Also fixed car not rolling when letting off the gas by turning frame limiter ON. Another note: "xinput9_1_0.dll" does not work in GTA3 and VC so I put "xinput3_1.dll" from SA in 3 and VC and they work. #1.
